Example: ₹25 lakh shop after 6 years in Dubai

Anil worked 6 years in Dubai and came back to Thrissur last year. He plans a ₹25 lakh cold-storage and grocery shop, puts in ₹2.5 lakh himself and takes a ₹22.5 lakh SBI loan at 10% for 5 years. His EMI is ₹47,806. 15% of ₹25 lakh is ₹3.75 lakh, but NORKA caps the capital subsidy at ₹3,00,000. With regular repayment the 3% interest subsidy is ₹62,570, ₹51,101, ₹38,430 and ₹24,433 in years 1–4 (₹1,76,535), so his effective EMI in year 1 is about ₹42,592. Total NDPREM benefit: ₹4,76,535. If the ₹20 lakh cap reported by finline were right, it would be ₹5,51,535.

Sources disagree: an older NORKA brochure gave 25% of the loan up to ₹1 lakh, and a 2020 report said the loan would rise to ₹50 lakh with a 20% subsidy. The 2025 renewal reports still give ₹30 lakh and 15%, so the calculator uses those.

Frequently asked questions

What are the benefits of the NORKA NDPREM loan? A bank loan of ₹1 lakh to ₹30 lakh for a new or existing business in Kerala, with a 15% capital subsidy on the project cost (up to ₹3 lakh, per NORKA Roots) and a 3% interest subsidy for the first 4 years if you repay on time. On a ₹25 lakh project with a ₹22.5 lakh loan, that is about ₹4.77 lakh in total.

Who is eligible for the NORKA loan scheme? Keralites who worked abroad for at least 2 years and have returned to Kerala. Groups of returnees forming a society, trust or company can also apply. We found no official age limit or time limit after return; confirm with NORKA Roots if you returned long ago.

Is the NDPREM capital subsidy capped at ₹3 lakh or ₹20 lakh? Sources disagree. NORKA Roots’ own NDPREM page and press release say 15% up to ₹3 lakh; finline says up to ₹20 lakh. The calculator uses ₹3 lakh and also shows the figure you would get with the ₹20 lakh cap. The cap only matters for projects above ₹20 lakh.

How does the 3% interest subsidy work? For the first 4 years, NORKA pays 3 percentage points of the interest on your loan if you repay every instalment on time. The bank charges its normal rate; the subsidy is credited to your loan account (Kerala Bank says quarterly). If you miss instalments you lose it.

Which banks give NDPREM loans? NORKA Roots has agreements with 19 banks and institutions, including SBI (renewed July 2025 for 3 years, 1,200 branches in Kerala), Canara Bank, Bank of Baroda, Federal Bank, South Indian Bank, Indian Overseas Bank, Union Bank of India, Bank of India, Kerala Bank, Kerala State Co-operative Agricultural and Rural Development Bank, Kerala Financial Corporation and the Kerala State Women’s Development Corporation. Check the current list on norkaroots.org.

How do I apply online for the NDPREM loan? Register on norkaroots.org, choose NDPREM under Schemes, fill in your project and bank, and upload passport pages, Aadhaar, photo and project report. NORKA Roots forwards it to the bank. Helpline: 1800 425 3939 (toll-free in India).

Is NDPREM better than PMEGP or Mudra? NDPREM is only for returned emigrants and adds a 3% interest subsidy, but its capital subsidy is capped at ₹3 lakh. PMEGP gives 15–35% of the project cost and Mudra gives no subsidy. Use our PMEGP vs state scheme calculator to compare.
